Cities have discovered they can't control where their surveillance contractors actually send data once cameras are deployed. Boston's termination of Flock Safety exposes the gap between local procurement agreements and the reality of networked surveillance infrastructure. The problem is structural: camera vendors have economic incentive to maximize data utility by sharing it across jurisdictions, making the original municipal agreement legally moot once the system goes live. Privacy concerns won't be resolved through better contracts alone. The question now is whether other cities will follow Boston's lead or accept this as the true cost of ALPR deployment.
