Chinese tech companies are using consumer and workstation GPUs as a workaround to U.S. export restrictions on specialized AI chips, purchasing over 1 million RTX 5090 and RTX Pro units for tasks that don't require cutting-edge silicon. The practice exposes gaps in semiconductor export controls and creates real demand pressure on consumer gaming hardware. Nvidia's consumer business becomes an inadvertent geopolitical tool as buyers treat affordable GPUs as fungible alternatives to restricted enterprise chips. Policymakers now face a choice: tighten consumer GPU controls—politically difficult and economically disruptive—or accept that current export frameworks leak.
