Bad actors are filing fraudulent DMCA notices to suppress competitors' content and silence critics, exploiting Google's policy of removing pages first and asking questions later. A single complaint can delist a legitimate business or publisher before they know it happened. The cost of filing false claims is negligible compared to the damage inflicted, creating asymmetric incentives. Search engines enforce copyright law without adequate verification, essentially outsourcing content moderation to unvetted complainants with financial or political motives.
