The technical challenge of enforcing an AI slowdown isn't theoretical—it's about detecting whether companies are secretly training larger models despite public commitments. Monitoring compute usage, chip sales, and training infrastructure could work in principle, but requires international coordination and intrusive surveillance that no major power has agreed to, making voluntary industry agreements mostly symbolic. Enforcement has teeth only through export controls on chips and talent poaching penalties, which means a pause is a geopolitical problem, not a technical one.
