OpenAI's policy concessions—ditching NDAs, pledging no rate hikes, renaming facilities "compute campuses"—are textbook reputation management arriving too late to shift public opinion. US ballot initiatives overwhelmingly rejected data center projects this week. Coordinated protests are spreading internationally. Rhetorical repositioning and community liaison jobs cannot overcome legitimate concerns about energy strain, environmental impact, and infrastructure capture by private interests. Big Tech's AI expansion now faces the same regulatory headwinds that have plagued previous infrastructure buildouts: once communities mobilize against a project type, policy concessions become table stakes rather than persuasion tools.
