Plastic makers face "public nuisance" lawsuits over pollution

Baltimore and other cities are reviving the legal doctrine of public nuisance—traditionally used against factories and dumps—to sue plastic manufacturers directly for the costs of managing litter in public spaces. This reframes plastic pollution as a design and production problem rather than a consumer waste problem, shifting accountability upstream. If successful, these cases could force manufacturers to internalize environmental costs in ways that voluntary recycling programs and consumer behavior campaigns have not.
