The U.S. military has apparently repurposed the GPS satellite network to transmit encrypted messages in a pattern resembling Cold War-era numbers stations, turning a civilian navigation infrastructure into a dual-use intelligence tool. The system allows military communications to operate invisibly to civilian users while leveraging infrastructure billions of people depend on daily. The discovery also suggests a shift in how state actors conduct signals intelligence—moving away from obvious broadcast frequencies toward platforms with such ubiquitous civilian coverage that military traffic dissolves into normal background noise.
