Despite Waymo's operational scale—500,000 weekly rides across 10 cities and $16 billion in recent funding—the company has still not entered New York City. Traditional taxi licensing and union power remain functional obstacles to autonomous vehicle deployment. Medallion holders, the Teamsters, and established city council relationships have weaponized regulation to protect market share. Autonomous vehicles are likely to expand fastest in markets where taxi industries are already fragmented or weakened, not where they're organized.
