Australia's under-16 social media prohibition, which looked decisive on passage, is already fragmenting in execution—teens are using parental accounts, VPNs, and age-verification workarounds that platforms aren't equipped to stop. The gap between legislative intent and enforcement reveals a structural problem: bans targeting minors depend entirely on verification systems that platforms have no incentive to strengthen, and parents have little reason to enforce, making the law functionally toothless without the infrastructure to actually exclude the banned users. Other jurisdictions attempting age-gating will likely face the same obstacle, exposing the tension between regulatory theater and the actual mechanics needed to change digital behavior.
