Bad actors are weaponizing DMCA takedown notices to remove competitors' content from Google Search, exploiting a system designed to protect copyright holders. Google's reliance on automated compliance creates perverse incentives: publishers face delisting without meaningful recourse, while the company avoids liability by simply processing requests. The mechanism exposes a structural problem in platform moderation. When the cost of removal is lower than the cost of verification, systems built at scale become targets for manipulation.
